This is a fun and non-informative error.

Error 84 returned from iconv when converting from UCS-4LE to ISO-8859-15: Invalid or incomplete multibyte or wide character

Lyx and LaTeX handle unicode characters just fine, but it turns out that some of the packages that it uses, not so much. Putting a unicode open double quote character in a \href environment wrought havoc with the above errror message. And get this: this is even when you source in the package such as this:

\usepackage[unicode=true]{hyperref}

Lovely. More like unicode=barf. —–
